and i did say that i had concerns about what looks like a home made bracket
in my opinion its fine having a home made bracket if it is strong enough
this is why i ended up making my own bike frame as i just did not like the flimsy stuff that is about
i do agree with what you say and you are right about the loading and i hate to think what load would be on the bracket when it goes over some bumps
this is why i asked for some information on the materials used and as i said it did not look strong enough to me
No one has yet mentioned the possible overloading of the rear axlles Permitted weight due to the leverage effect caused by the distance between the axle and tow-bar. Plus the tow bar is clearly a home made job and therefore it’s structural strength and integrity is totally unknown. (That’s why all tow bars now must have type approval);
I wouldn’t risk it, the consequences of the towbar failing on a busy motorway and the scooter dropping onto the road at 60mph in front of following traffic doesn’t bear thinking about.

i am sure with a little work it could be strengthened up
i had a similar requirement as the OP and found that the tow bracket that i had made was strong enough but the dave cooper bike rack was not
over a lot of use with constant flexing, the welds on the bike rack pulled apart
a while ago i looked at some bike racks that clamped on the tow ball
they were alright but i just was not happy with it
so that is why i made a new one here in portugal

to be honest the tow bracket looks home made to me which was allowed in the old days
a few more detailed pictures would be nice so we can see a little more detail
from what i see the ball plate looks like 6mm plate and this would not be strong enough to take the flexing that around 100kg will give especially with a big overhang
dont ask me how i know
i would atleast like to know how thick the box section is and how thick the ball plate is also is the ball plate just butted upto the box section and welded both sides

Fiat Ducato Sundance/mobility scooter/towbar
We Have a Fiat Ducato Sundance 590RL 2.8d `Y` reg.
We bought our motorhomealmost 2 years ago and the tow bar to my knowledge has been on the vehicle forsome years prior. I want to fit a small manufactured platform which will carry adequately amobility scooter for my wife which weighs just 86k. The platform can carry 145k.The tow bar which has no plate on it that I can see runs under the vehicle120-140cm is an `H` frame double bolted & welded to the underside. Even the tow ball plate is welded, I am ableto carry max 3400k & after the weight calculations I have 680k spare thatwith habitational weights deducted as well. The supplier says I need to checkthe `ball` weight before commencing which is impossible to check. Im inclinedto think the tow bar is fully adequate. Has anybody any thoughts or suggestionsplease the platform weighs 7k. I have uploaded a couple photos which may help.
