Use a multi tool regularly as a conservation joiner and can assure you that they DO cut skin and cables!
You can put your finger on the flat part of the blade although it does get very hot when in use. The cutting edge is like a row of daggers otherwise it would not cut through timber or whatever material you are cutting.

As long as you know what depth you want to cut through you will be ok.
