Perhaps this is too late and you have had the van MOTed. I was chatting to a friend of my sons who is an MOT inspector here in N. Ireland. He said that they were not interested in rust or tarnishing of the headlamp reflectors, but would be looking at the lens, with regard to yellowing or discolouration.

Thank you and you are correct , they had no interest in the tarnished reflectors , - oh and the van passed it's MOT yesterday.
