My autoroller has tinted windows as standard in the habitation area.
The UK construction and Use Regulations mentions European Approved light reading for windows forward of the B pillar which is 70% side and 75% windscreen.
The tinting makes a small difference to internal temperature, but we still put up the thermal window blinds to help.
I have had the film applied to many cars in the rear.
It can be easily damaged with over jealous cleaning or something sharp. I paid £250 for an oversized hatchback a few years back. My current car has the factory tinted windows which isnt a film. Its more robust.
As for the laws, i havent read them, but ill put my hat in the ring for it being the same as laws.
