Not if you click on the highlighted text "This Video Report" under the video.
I also switched my PC vpn to a French IP address to play the original, didn't understand any of it as all I can say in french is to ask for a beer.

Well, I am shocked! France has always been known, alongside the UK, as a nation of animal lovers. Is this a new problem or is it historical? I say this because I grew up to believe that we took responsibility for our animals and, if the dog or cat was not safe we did not go away.

In my opinion dogs are far too easy to come by. I think that there should be a complete ban on breeding until the vast numbers of unwanted dogs have been reduced to just a few. Then, when demand outstrips supply, breeding can start again giving breeders the luxury of choosing only totally committed owners from a pool of wanna be owners.
Breeders should then draw up a contract that says the (micro-chipped) dog comes back to them if it is every in need of re-homing. I would enshrine this in law. From then on breeders would be responsible for the welfare of any abandoned animal. The chip would prove who bred it. Bad breeders would then give up leaving the good breeders to carry on supplying the over demand for puppies and controlling who gets one on the basis of making sure the home was as permanent as they could.
